Lucius Ernest STARR was born 21 Mar 1838 in Madison, Morgan County, Georgia. He was the 5th son and 8th child of John Wesley and Hannah (MILLER) STARR.
Lucius graduated with a degree in medicine from the Medical College of Mobile, Alabama in 1861.
He was married on 16 Jan 1879 in Camden, Wilcox County, Alabama to Mary Eloiza TEPPER, daughter of Samuel TEPPER and Eliza Matilda ROSSER. To this marriage was born 3 children:
- Samuel Ernest, b. 21 Jan 1884. (Married Bertha E. SMITH).
- John Paul, b. 13 Sep 1885, d. 8 Feb 1958. (Married Lois Evelyn ARNOLD).
- Mary Turner, b. 24 Jul 1889, d. 1 Dec 1947. (Married Joe Powell PRIMM).

Dr. Lucius E. STARR passed away on 15 Mar 1913 in Camden, Wilcox County, Alabama. His wife, Mary followed him in death on 1 Apr 1918, also in Camden. They are both buried in the Camden Cemetery in Camden, Wilcox County, Alabama.
